CDCS stands for Consumer Directed Community Supports. It is a new option that lets people design their own support structures. For example, they can hire friends and family as caregivers, make home modifications, and use their budget in their own best interests. CDCS creates effective support structures by putting more control in the hands of the people receiving care.

People who practice CDCS must use a Fiscal Support Entity (FSE) to help coordinate the many financial processing and billing tasks involved. Agency with Choice
PICS is the employer, and the Federal Employer Identification Number (FEIN) belongs to PICS. The customer maintains management authority and receives administrative support from PICS. Services include individual and family training; all payroll processing (including employment related paperwork); insurance administration; employee background checks; and supplemental PICS programs and guidance.

Payroll (FEA)
The customer is the employer, and is assigned a Federal Employer Identification Number. PICS provides the customer with payroll processing, along with necessary tax and unemployment deposits. The administrative fee is based on the number of employees who receive a paycheck in a given month. Payroll-related expense payments (including FICA,Medicare,unemployment and Workers Compensation) are coordinated by PICS and charged at actual cost. The customer is responsible for procuring necessary insurance and providing that information to PICS. The customer is also subject to FSE fees.

Fiscal Conduit (FSE only)
The customer creates a business, or has an existing business, and is assigned a Federal Employer Identification Number. PICS reviews the customer’s expenses, bills MMIS, and reimburses the customer for all expenses he or she invoices. Reports are provided for an administrative fee. No funds are advanced prior to the receipt of invoices. The customer handles all employment responsibilities.
